Silicone paper consists of base paper and an organic silicone coating. When exposed to high-temperature baking, contact with oils, or acidic foods, small molecules, uncured silicone monomers, additives, and residual substances from the paper and silicone coating can transfer into the food. This process is called migration
Migration testing involves simulating the most severe conditions of real-world usage in a laboratory to determine how much substances migrate into food simulants, categorized into two core categories:
Total Migration OML (Overall Migration)
Measure the total sum of all dissolved non-volatile substances. EU limit: ≤10 mg/dm², representing the overall chemical stability of the material. Higher migration indicates poor silicone oil curing, impure excipients, and potential off-odors or silicone shedding during baking.
Silicone paper test simulation conditions: oil simulant (olive oil), high temperature of 70-175°C, simulating the baking conditions of an oven.
Specific Migration SML
Targeted detection of hazardous substances: siloxane oligomers (D4/D5/D6), heavy metals, formaldehyde, harmful substances in printing inks, and additive residues, each with statutory limits; exceeding these limits renders the product non-compliant.

All food-contact-coated paper must undergo migration testing and provide a Declaration of Conformity (DoC), which will be verified by importers during customs clearance and market supervision spot checks.
Without a migration test report, EU importers cannot issue compliance declarations for the U.S. market, posing risks of goods being detained or returned;
3. Realistic Pain Points of Factory Foreign Trade
Many low-cost silicone oil paper factories only provide ROHS and heavy metal reports, lacking comprehensive food contact migration reports;
Some factories use ordinary paper for testing, falsely claiming it as a silicone oil paper coating migration test;
The test conditions do not match the application scenario of silicone grease paper: only room temperature conditions were tested without high-temperature grease simulation. The report appears qualified, but actual oven usage results in excessive migration.
